The application to do this is TrueTransparency which can be downloaded from here. Run this 0TrueTransparency.exe file.
The application will put an icon in notification(by the clock) from where you can choose your transparent skin and ensure that the application runs at Windows start up:

Step3: Now Transparent Taskbar Download Transbar.

You Download Transparent Taskbar free by click here.

Now, Nothig to do so Much just set your task-bar transparency and click OK.
